Justice League Unlimited Episode: Panic in the Sky

Superman decides the founding members of the Justice League should surrender themselves to the government to quite the hysteria over the destruction of Cadmus and the surrounding city by the League's laser weapon. The villain behind the laser blast is Lex Luthor who Amanda Waller decides has used her. Waller calls off a major attack  that used clones of the Ultimen  to destroy the remaining members of the League.

Amanda Waller releases Superman and the others to capture Lex Luthor. Luthor turns out to be under the control of Braniac to everyone's surprise.
