ive looked for the superman movie collection and superman 3 and 4 on bestbuy,wal-mart and target websites but the only movies they have are the first 2 i was sure that best buy had all 4 movies back when superman returns came out in theaters are the current dvds of superman 3 and 4 discontinued

Yes I think so but the deluxe versions are coming soon. Here's the Superman 3 Deluxe Version listed at amazon and the Superman 4 Deluxe Version to be released November 28, 2006. They can be pre-ordered through these links.
Also that same day Superman II the Richard Donner's Cut will also be released.

Just a couple of weeks before that Lois and Clark Season 4 will be out on November 14, 2006 along with the Adventures of Superman - The Complete Fifth and Sixth Seasons set with George Reeves as the 1950's Superman.
