My thoughts on a 24/Smallville crossover:

Terrorists are creating super-powered terrorists using meteor rocks.

The terrorists think they are about to capture President David Palmer, but it's actually Tina Greer, back from the dead, who was working with Mandy until she learned Lana might be hurt.

David Palmer is actually in the back of Jonathan Kent's pickup.  Jack thanks him for his help and promises he will do everything he can to make sure the government doesn't find out about Clark's powers.

Jack and Clark met while investigating Lionel's involvement with terrorists. 

Jack then goes to the Luthor mansion to pull a gun on Lex when he learns Lex helped finance Peter Kingsley's oil interests.  Lex insists he knew nothing about a plot to explode a nuclear bomb in Los Angeles.

Sheriff Ethan, out of prison, exposes Clark to meteor rocks, until he remembers he was once an honest lawman.  Clark is then able to super-speed to the Luthor mansion to round up the terrorist meteor freaks.

CTU is mobile, and Chloe and Chloe work together.  Chloe of CTU pouts about having to babysit but Chloe of the Torch insists while she may not know everything about CTU's operation she knows more about meteor freaks.

Kim, a temporary transfer at Smallville High, learns she was secretly helped by a Chase Edmunds, but does not run into any cougars.

You'd have to go a few seasons back in both shows, but definitely a cool idea!!    I remember hearing in an interview that Al & Miles first pitched their idea for Smallville to FOX.  Can imagine how much higher ratings the FOX network would have if they carried Smallville and 24!!

dear producers, I have followed smallville from the beginning--I am not happy with the last 2 episodes--why did you kill off Lex Luther and why do you have FBI people and Jimmy Olsen betraying his only girlfriend-and what happened to Clarks super powers?--this seems so messy--
