I really don't think that Chloe will change her name, and remember that Sam Lane is Lois' dad, and he's Chloe's uncle. Therefore, there is not much hope for the name change unless she takes on her identity as well. Also, Lois did not know Clark was superman until the end of the second season of Lois and Clark, and Chloe knows right now. I think that Chloe is just there to help Clark get interested in journalism, and to act as a good friend.
As to when Lois and Clark will get together, I am not really sure. Remember that Clark is only supposed to be 18 at this point, and he still has to go through college. Lois is a little older than him, but she is still not ready to jump into a relationship with a "Hack from Smallville". The banter that Lois and Clark exchange in Smallville is very similar to that shown in Lois and Clark, and in "Gone", when Clark tells Lana how he feels about Lois, she tells him that "The best ones always start that way".
It is interesting to see their relationship already forming, even though they don't really realize it. Lois is already getting into scrapes, like in "Facade" and "Krypto", and Clark has to jump in and help her out. She has also helped Clark out a few times as well. They may pretend to hate each other, but from what I see, it is mostly just pretend. For example, at the end of "Devoted" when Clark helps Lois get into college, and she says, "Don't worry, I'll be back" and he replies, "Is that a promise or a threat?" They are both smiling, so you know they don't mean it. It is really very cute, actually. I can't wait for the 5th season to come out.

. And then Lois and Clark will grow closer
...and then when they finally get together...the show will end and the Season will be over
...I mean after Clark and Lois get together WE ALL know what happens after that...right?
