If Lex returned with amnesia, it'd fit in well with the rest of the Superman universe.
In the 1980's comic book Lex Luthor never knew Clark Kent as a teen. Same for the first episode of "Lois and Clark."
An amnesiac Lex, with no memory of his suspicions about Clark's powers, would not be quick to link Clark with Superman.
Besides, anyone who learns about Clark's powers usually gets memory loss. Including Lex, several times.

It's a bit more complicated.
You'll have to also do away with all that pesky meteor rock, all the people who got powers from the rocks and all the research on the people with powers from it.
Memory loss probably won't do the trick but a properly programmed Brainiac might be able to pull it off.

Lex + amnesia = Great idea!
They can work out the "bumps" and he could have had plastic surgery too! Just find the right actor. Hope it works .
