I just took a look at all the old and some of the new superman comic covers from years gone by. The one thing that I did notice was his costume has always had rather short briefs and not the long briefs that Chris and Dean had on their suits. I am guessing this is why the new suit has short briefs so it is more like the original suit than I did actually realise. If you take a look at some of the really early superman comics then you can see they have modelled his body on the circus strongmen of that time period and with a change of writers and artists they changed his physique to match the musclemen of that time period. The best example of this is when the 70's rolled around and his body started to look like the bobybuilders of that era. When they started pre-production for the first movie then, I am guessing, they wanted Chris to look as much like the cover version of the first 70's comics because on that cover( have a look at superman wallpapers, top right of screen) then you will notice that superman is tall, athletic and quite well defined but not a big, hulking man. I think they hit very close to the mark with Chris and have worked on Brandon to look about the same.
