An actor named Ray Middleton was the first to wear the Superman costume in public according to the article linked below. Kirk Alyn was the first on the silver screen, but not in public. Ray did so at the 1940 World's Fair. Notice the image above he's wearing the costume Superman had in Action Comics 1.
Ray went on to play roles on Broadway (South Pacific, Annie Get Your Gun, Man of La Mancha), in movies (Gangs of Chicago), and various TV roles from the 1950's through the early 1980's.
